Nuisance parking

Our neighbours who live in a council house (with a driveway for 2 cars) have recently increased their number of cars from 2 to 4 meaning that they park one of them in front of our house at all times. Their children are not old enough to drive yet so we think that they have started a second hand car business as one of the cars, parked on the lay by in front of their house,has been for sale for 2 weeks or so.

Although we know that the lay bys are public spaces, we strongly feel that those neighbours are taking advantage of it and therefore acting as if they own them without any consideration for the neighbours or any other members of the public who may need to park there.

We tried to talk to them but they ignored us and they continue to park one of their cars in front of our house.

My questions are:

- is it legal to advertise a car for sale on a public lay by and if so, how long for?

- what are our neighbours' rights to park one of their cars all the time in front of our house? The length of the lay by (along a row of 6 houses) can accommodate 6 cars, they are using 2 of them!! There is some space on the lay by away from our house but they always park in front of ours!

This public lay by should be used by the 'public' and not by rude and inconsiderate people like them. The school is not far and people need those spaces to park their cars to walk their children to school and/or back as there is not enough space by the school.
