Metal cover removed

Once again, this heavy metal cover has been removed leaving an approx 2ft deep pit with litter at the bottom. This presents a danger for children playing or someone walking across the grass. The problem could result from cars parking on the grass and dislodging the cover when moving? Tyre tracks are visible at each side of the pit/cover. Perhaps the cover needs to be one which either requires a key, or fits snugly.
