Electric car charging cable across pavement

Message received from a member of NHW to me as District Co-ordinator. Last week I tripped and nearly fell as a consequence of someone leaving a charging lead for a hybrid motor-car, a 68-reg BMW I think, parked on the East side of the Stanstead Rail Crossing, where cars park at night, though not usually during the day. This was about 2220hrs. The pavement is quite narrow there, and fairly dark, though this is not the key issue. Would I be correct in saying that trailing a lead over the pavement in such a fashion is illegal? If so, and if I observe the same car there again, similarly connected, can I advise you of the registration number in the expectation that something would be done about it? Along, of course, with the number of the house from which the lead trailed. It would, if this is an ongoing issue, seem best to nip it in the bud before someone is injured.
