Business trailer parking in a limited parking street

A business trailer has been parked in the street now for +6 weeks and has not moved. Does it required a permit? Is it parked illegally? The street is very congested with residents parking plus being used to park for the contractors who are building the houses on the old Gilpin Pub site. Please investigate.
