Wooden pallets and other garden landscaping rubbish left on street

A resident of Cheslmsford Road recently had landscaping work done in their back garden (which backs onto Mount Road). Their contractor has left a large amount rubbish by the telephone pole and the end of Mount Road. They have also blocked the street drain.

The rubbish has been in place for over 10 days and the contractor hasn't returned to clean up.
