Excessive littering; loitering; camp fires

Sent to East Hertfordshire District Council less than a minute later. FixMyStreet ref: 1107453.
Within the parkland known as "Thorley Wedge", over the last couple of months there's a patch on the edge of one of the wooded areas which has become a meeting spot for youngsters most evenings, particularly during the summer holidays.
I recently walked past and was shocked at the sheer quantity of litter that was left across a very wide area.
What caught my eye yesterday to cause me to visit the place was some usual plastic around the trees, which turns out to be clingfilm wrapped to enclose several trees.
During the summer I also noticed camp-fires would be lit some evenings, which seemed particularly reckless given the dry weather and environment conducive to catching alight. (In hindsight I regret not reporting to the police at the time.)
I fear a clean-up -- whilst necessary -- won't disrupt the behaviour which has caused the issue in the first place. I wonder if some landscaping could also make the spot less convenient for hanging out. Or perhaps some additional patrols in coordination with PCSOs, etc.

It isn't just the mess that they leave either it is the noise at all times at night the constant stream of cars pulling into Piggotts Way and Kents Crescent to what i can only presume (given that they have actually used my car before as a shelf to lay out the different drugs like a store) to score their drugs. You call the police and it takes them hrs to turn up by that point the dealers are long gone. And they are selling to kids it is disgusting something needs to be done
